On May 8, 2019, the Office of Administrative Law (OAL) approved the rulemaking and filed with Secretary of State. The effective date is July 1, 2019.

|On April 3, 2018, staff released the Public Hearing Notice and related material for the proposed amendments to the Heavy-Duty Vehicle Inspection Program and the Periodic Smoke Inspection program. Follow this link to access these documents. Interested members of the public may present comments orally or in writing at the hearing and may provide comments before the hearing.The public comment period for this regulatory action began on April 6th. Written comments not physically submitted at the hearing must be received no later than 5:00 pm on May 21, 2018.Use this link to submit official comments before the Board Hearing. |On May 17, 2017, CARB staff will conduct a public workshop at the CalEPA HQ building in Sacramento to discuss staff's proposed regulatory amendments to the CARB's HDVIP and PSIP. This is the third and final public workshop before staff presents its proposal to the Board at the October 26-27, 2017, public Board meeting in Riverside, California. will briefly discuss its ongoing efforts to develop a comprehensive heavy-duty vehicle inspection and maintenance program, for implementation in the post-2020 timeframe, for vehicles with a gross vehicle weight rating over 14,000 pounds.

|On February 28, 2017, ARB staff will conduct a public workshop in Diamond Bar at the office of the South Coast Air Quality Management District to discuss potential regulatory changes to the ARB's HDVIP and PSIP. Staff also will briefly discuss progress toward developing a comprehensive inspection and maintenance program for heavy-duty diesel vehicles (HD I/M program) with a gross vehicle weight rating over 14,000 pounds, which is planned for implementation in the post-2020 timeframe. Earlier workshops were held on August 25, 2016, and September 9, 2016, in El Monte and Sacramento, respectively. Please see the workshop notice for more details.||February 1, 2017|
