Research Proposal Solicitation
Fiscal Year 2018-19 Research Proposal Solicitation
The California Air Resources Board (CARB or Board) is soliciting draft research proposals from California public universities and colleges to fund research projects in fiscal year 2018-2019, identified in Appendix A of CARB’s Triennial Strategic Research Plan.

If you are interested in submitting a draft proposal, please send an email that indicates your intent to submit a proposal to Sarah Pittiglio by May 23, 2018. Proposals will be accepted beginning on June 1, 2018. Proposals will then be due no later than June 15, 2018. CARB staff expect to select the winning proposals by July 9, 2018. A final proposal incorporating comments by CARB staff will be needed for all projects included in the solicitation by July 30, 2018. For projects under $50,000, work can begin soon after the final proposal is received, with contract start dates estimated to be in the Fall of 2018. For projects over $50,000, proposals will need to be approved by CARB’s Research Screening Committee (RSC) and Board. Work can begin soon after approval from the Board, with contract start dates estimated to be in late 2018 or early 2019.
Proposal Submission Instructions
Proposals should be submitted by email to firstname.lastname@example.org. Projects that provide co-funding or other leveraging will be evaluated more favorably. Please note that the amount of money allocated for each project is an estimated cost, and the actual cost for submitted proposals may vary. Eligibility for Proposal Submission
The California Health and Safety Code (§ 39704) directs the California Air Resources Board to consider the capability of the Universities of California (UC) and California State Universities (CSU) first when awarding research contracts. As a result, proposals from UCs and CSUs will be given preference.
The State Contracting Manual specifies that the following entities are exempt from competitive bidding and therefore eligible to respond to this solicitation:
- California State agency, State college or State University
- A state agency, state college or state university from another state
- A local governmental entity, including those created as a Joint Powers Authority (JPA), and including local government entities from other states.
- An auxiliary organization of the CSU, or a California community college
- The Federal Government
- A foundation organized to support the Board of Governors of the California Community Colleges
- An auxiliary organization of the Student Aid Commission established under Education Code § 69522
As a result of Assembly Bill (AB) 20, CARB now has standard contract terms with the UCs, CSUs, and some CSU auxiliary organizations. Agreements with entities not covered by AB 20 as the primary contractor are contingent upon successful negotiation of contract terms.
