Effective July 1, 2019, PSIP regulation amendments include new training requirements for conducting smoke opacity tests. The new regulation requires all persons who conduct PSIP smoke opacity testing to obtain a CARB-approved smoke tester identification number. To obtain this number, commercial smoke testers must complete the California Council on Diesel Education Technology (CCDET) in-person instructor-led training course, or another CARB approved smoke tester course. Fleet owners or employees conducting smoke tests on their fleet’s own vehicles have the additional option of completing the free online CARB training.

Current tester certificates will remain valid through the certificate expiration date. All tests must adhere to the amended regulation requirements as of July 1, 2019.
