CARB evaluates the importance of having access to low-interest loans during the process of purchasing a clean vehicle and continues to find ways to collect and evaluate data in a way that helps to inform overall program design. The main measurable metric to evaluate program success are program participation and the number of clean vehicles purchased by low-income consumers. We are working to identify ways to collect and assess more data to better understand the impacts the program has on overall credit scores, and as the needs-based approach is implemented, we will continue to refine program evaluation metrics.

Socioeconomic Benefits
In a continued effort to provide transparency and commitment to data, CARB is taking measures to improve data collection for the evaluation, analysis, and reporting of socioeconomic benefits for program participants. This includes an updated survey to provide for more streamlined data collection, analysis, and identification of benefits or areas for improvement. These surveys are self-reported by participants on improved access to employment and goods and services, reliability, and participant testimonials. The table below demonstrates relationships and metrics that these surveys will capture and quantify.
