The section is responsible for ensuring manufacturers are meeting the emission control requirements related to on-road heavy-duty engines and vehicles, and off-road diesel engines certified for sale in California.

We are looking for a self-motivated, creative individual who enjoys learning new technical and has the flexibility to work on teams or independently. This is the advanced journey level in the AETS series. The successful candidate for this position will demonstrate initiative, have excellent written and oral communication skills, has the ability to understand technical issues, have strong analytical and problem-solving skills, and work effectively with other staff. The candidate must have excellent interpersonal skills and organization skills. The most competitive applicants would ideally possess technical and knowledge relating to emission testing and quality assurance. Any experience with vehicle/engine emissions, equipment automation and related components will be helpful. Good people skills and a desire to provide excellent support to section staff is a plus. AETS I and II are encouraged to apply. The AETS shall be proficient in the use of Microsoft Word and Excel.

The Aftermarket Advanced Technology Section is responsible for evaluating performance parts and retrofit systems to ensure they have no negative impact on vehicle/engine emissions. The evaluation process involves technical assessment, design, and monitoring of test programs and analysis of emission test data. The section recommends approval of parts that comply with the procedures, allowing manufacturers to sell their products in California. The section also issues experimental permits and conducts special studies related to emissions of aftermarket parts.

The In Use Compliance section (IUC) in the In Use Programs Branch within the ECCD is responsible for ensuring emissions compliance for light and medium duty vehicles. Under close supervision, this individual will help to respond to manufacturer inquires, navigate various computer databases to track emission compliance, analyze test data and assist in vehicle testing programs. The ideal candidate will have a background in emissions testing, general chemistry, data analysis and experience with Microsoft Access, Microsoft Excel or other programming skills.

The Emerging Strategies Section has an immediate opening for a motivated staff person to serve as a technical expert on housing, land use, and transportation issues. The Section serves as an agency-wide resource for research and technical analysis related to sustainable transportation and communities. The selected candidate will be responsible for developing and coordinating cutting-edge analysis and research to support the Board’s decision-making related to sustainable communities planning. The candidate should be familiar with relevant State policies (e.g., SB 375, SB 150, and SB 350), local and regional land use and transportation planning and financing, and existing tools (quantitative and qualitative) used in land use planning processes. This staff person will be responsible for assessing, developing, and improving metrics, tools, resources, and strategies to support CARB’s policies to reduce emissions from land use and transportation, and must be committed to working closely with other CARB staff, State agencies, metropolitan planning organizations, local governments, academics, and other stakeholders to ensure that the tools, analysis, and research are targeted and effective.

The state will not meet its climate goals if California’s housing crisis continues to increase Californians’ need to drive, according to a recent CARB report. The Sustainable Transportation and Communities Division is looking for a creative, analytical, and diplomatic Staff Air Pollution Specialist (SAPS) to promote coordinated action to address this challenge both within CARB and with other State agencies. This staff member will lead the Branch and Division's housing- and land-use-related work targeted at reducing greenhouse gases and air pollution through policies and programs that connect housing, transportation, and land use. They will be responsible for providing the Division with in-depth expertise on strategies to reduce climate and air pollution through the promotion of infill housing, transit-oriented or transit-ready development, land-use, affordable housing, equitable growth, and other strategies; related State, Federal, and regional/local policies, research, plans, and programs; and the benefits that these efforts can have for the climate, public health, equity, conservation, economic opportunity, and more. The position will require a significant amount of initiative, knowledge, and leadership ability.

The Administrative Analysis Unit, which provides administrative and clerical support to TTD and its three branches, is seeking an organized, customer-focused, resourceful and detail-oriented Staff Services Analyst (SSA) to join our team. You will take an active role in the planning and coordination of public workshops and meetings to support the Division's regulatory efforts. You will also create and maintain databases to track staff compliance with required trainings, filings and renewals, as well as administer the time reporting and pay warrant distribution processes. You will work to develop, write and update policy manuals in the areas of human resources, transactions, contracts and procurement, and recommend effective workflow processes and improvements. The Freight Activity Branch within TTD is seeking an ARS I to manage the Freight Incentives Section. The Section is focused on developing and implementing incentives to accelerate the use of zero and near-zero technologies that operate at the State’s ports, railyards, and other freight facilities. The incumbent, working closely with regulatory development sections, will also oversee the development of the cost analysis components of freight regulations such as the Cargo Handling Equipment and Commercial Harbor Craft sectors. The Business Management Branch is seeking a self-starter who is interested in working in a fast paced, highly technical and constantly evolving environment. The Associate Industrial Hygienist (AIH) plans, develops, organizes and conducts initiatives designed to improve the occupational safety preparedness of CARB employees at laboratories statewide. The AIH will perform difficult industrial hygiene work in connection with the health and safety of departmental staff, research on problems of occupational hazards, investigate complaints of unhealthful working conditions and recommends corrective action. The AIH will develop, implement, and maintain CARB's Injury and Illness Prevention Program, Field Safety Manual, Hazard Communication Program, Chemical Hygiene Plan, and other related health and safety programs for employees who perform a variety of office, laboratory, and field activities. In addition, the AIH will design and develop a health and safety training plan for the prevention of occupational injuries and illnesses and to comply with California Occupational Safety and Health Administration (CalOSHA) regulations.

The Air Pollution Specialist will also assist the Assistant Executive Officer for Environmental Justice, with establishing and implementing a broad, well-integrated environmental justice vision into CARB’s policies and programs. Under supervision of the Staff Management Auditor (Manager), incumbent will plan, manage, and perform the development and implementation of the Volkswagen (VW) Consent Decree audits. Assignments include documenting, testing, monitoring and auditing for compliance with the decree and reporting findings. The AMA will show the independence to make recommendations to the SMA, and the CARB senior management. Implementing new processes, policies, and procedures as necessary.
