Public Workshop on the Amendments to the Chrome Plating Airborne Toxics Control Measure

The California Air Resources Board (CARB) invites you to participate to a virtual public workshop to discuss the proposed amendments for the Airborne Toxics Control Measure for Chrome Plating and Chromic Acid Anodizing Facilities (Chrome Plating ATCM). This workshop will provide stakeholders with updates on rule development and the opportunity for stakeholders to provide feedback to CARB staff on amendments to the Chrome Plating ATCM.
CARB began the process to amend the ATCM in 2018. Since that time, staff have held numerous meetings with the affected industry, environmental community advocates, community members, and other interested stakeholders. This workshop follows seven technical working group meetings and will cover the reasons why CARB is taking this action and the potential impacts this action may have on communities and businesses. The topics to be discussed will include:
- The draft amendment language
- Supporting information for the draft amendments

Background
Hexavalent chromium is one of the most potent carcinogens identified as a Toxic Air Contaminant with no known safe of exposure. CARB’s 2018 Community Air Protection Blueprint (Blueprint) sets forth CARB’s strategy to reduce air pollution in communities. In the Blueprint, CARB restates a commitment to amend the Chrome Plating ATCM to reduce pollution in communities impacted by emissions from stationary sources.
In June 2018, CARB announced the beginning of rulemaking process to amend the Chrome ATCM. Since then, CARB staff conducted six technical workgroup meetings and one public workgroup meeting to solicit stakeholders’ feedback, discuss the proposed regulatory concept, cost information, emissions inventory, potential health impacts, compliance, and source testing. CARB staff visited numerous chrome plating facilities in last few years and most currently participated in community tours as part of the process to develop the proposed amendments.
