The California Air Resources Board (CARB) is hosting a public meeting for the Assembly Bill (AB) 32 Environmental Justice Advisory Committee (EJAC). The meeting is open to the public and includes a public comment period.

  • EJAC Motion: EJAC’s motion on 7/17/23 EJAC meeting to update CARB’s Environmental Justice Policy and internal policies with regard to racial equity
    • EJAC to discuss and vote on recommendations to CARB staff to have a briefing on progress of implementing Board Resolution 20-33: A Commitment to Racial Equity and Social Justice.
    • Motions must be noticed on the EJAC meeting agenda to comply with the Bagley-Keene Act.
       
  • Public Comments
    • EJAC invites Zoom and in-person public comments.
    • Note: Depending on the number of commenters, the time could be limited to 2-3 minutes per person.
       
  • Discussion on the Low Carbon Fuel Standard Panel and Provide EJAC Recommendations to CARB
    • At the 7/17/23 EJAC meeting, EJAC invited an external Low Carbon Fuel Standard (LCFS) expert panel to discuss the LCFS program to inform recommendations as part of AB 32 implementation. This is a follow-up discussion from that panel with a question and answer session with CARB LCFS staff and the three LCFS panel members, including:
      • Phoebe Seaton, Leadership Counsel for Justice and Accountability
      • Danny Cullenward, Research Fellow, American University
      • Michael Wara, Stanford University
    • Two additional panelists will present based on the desire for additional industry engagement and questions from CARB on how the LCFS can support zero-emission vehicle deployment in communities, including:
      • Jeanne Merrill, consultant representing the Center for Food Safety 
      • Adam Browning, Forum Mobility
    • EJAC Motion: EJAC Members to discuss and vote on specific LCFS recommendations to CARB for consideration at the September 14, 2023, joint EJAC/CARB Board Meeting.
       
  • Public Comments
    • EJAC invites Zoom and in-person public comments.
    • Note: Depending on the number of commenters, the time could be limited to 2-3 minutes per person.

  • Planning and Recommendations for the September 14, 2023, Joint EJAC/CARB Board Meeting
    • EJAC to summarize the work of the sub quorum work group meetings, including priorities.
    • Discuss and consider approval of draft EJAC recommendations to the Board regarding regulatory amendments to the Low Carbon Fuel Standard regulation.
    • Determine critical topics specific to Cap-and-Trade Program updates, natural and working lands, and Senate Bill (SB) 905 carbon capture utilization and sequestration requirements for EJAC to engage on with CARB Board members.
