Evening Community Meeting: Clean Transportation Incentives – Fiscal Year 2025-26 Funding Plan Development

The California Air Resources Board (CARB) hosts a series of monthly evening community meetings on the third Tuesday of most months. The purpose of these meetings is to host focused discussions on CARB’s Clean Transportation Incentives Funding Plan Development Process, which explains how CARB will spend money on projects related to zero-emission vehicles (ZEV) and improving air quality. Although the Funding Plan is generally developed between May and November, CARB staff will continue to hold monthly evening community meetings outside of the Funding Plan development timeline to provide updates on incentive project implementation, other CARB initiatives, as well as to provide a forum for community members to express their thoughts, concerns, suggestions, and to ask relevant questions.

During this month’s meeting, CARB staff will give a summary of four recent daytime workgroups focusing on developing the Funding Plan for Fiscal Year 2025-26. The first presentation will cover two related workgroup meetings on Light-Duty Vehicle Purchase Incentives and Long-Term Plan (meetings #1and #2, held July 10, 2025 (//ww2.arb.ca.gov/events/light-duty-vehicle-purchase-incentives-and-long-term-plan-workgroup) and July 31, 2025 (//ww2.arb.ca.gov/events/fiscal-year-2025-26-public-workgroup-clean-mobility-investments-and-long-term-plan-4)). The second presentation will cover a workgroup meeting on the Clean Truck and Bus Voucher Incentive Project (HVIP), Clean Off-Road Equipment Voucher Incentive Project (CORE), Innovative Small e-Fleet Pilot Program (ISEF), and Long-Term Heavy Duty Investment Strategy (held July 22, 2025 (//ww2.arb.ca.gov/events/policy-workgroup-fiscal-year-2025-26-hvip-isef-core-shift-long-term-hd-investment-strategy)). The third presentation will cover the workshop on Funding Plan Draft Allocations and Policy Changes – Clean Transportation Incentives (held August 14, 2025 (//ww2.arb.ca.gov/events/funding-plan-workshop-draft-allocations-policy-changes-fiscal-year-2025-26-clean)).

Purpose of the Workgroup

CARB staff hosts evening community meetings related to the Funding Plan and project implementation updates for various CARB initiatives. Furthermore, CARB staff offer this platform to listen to community voices on their clean transportation needs.

Background

The Annual Funding Plan for Clean Transportation Incentives is a detailed outline of how money will be spent on programs related to low carbon transportation and air quality. This plan is created each fiscal year to guide the allocation of funds appropriated to CARB through the State budget and includes information on CARB's goals and strategies for investing in clean technology. Although the Funding Plan is generally developed between May and November, CARB staff would like to continue to hold monthly evening community meetings outside of the Funding Plan process to provide updates on other CARB initiatives as well as a forum for community members to express their thoughts, concerns, and suggestions.
