1. Introductions and Opening Remarks 
   • Housekeeping and Logistics (Zoom instructions and interpretation; Facilitator, EJAC and CARB introductions) 
   • Opening remarks from co-chairs (includes ground rules, meeting agreements, agenda overview)  
2. Cap-and-Trade Program
   • EJAC to provide a refresher and reminder of the recommendations, public comments submitted, and big picture landscape, of which “No Trade Zones” is one piece.
   • EJAC to hear an external presentationfrom Dallas Burtraw and Nick Roy from Resources for the Future (RFF) on “No Trade Zones”.
   • EJAC to discuss the “No Trade Zones” concept and specific questions raised from the Carbon Markets subquorum work group.
   • EJAC to provide a recap of critical outcomes from 10/30 and 11/7 Cap-and-Trade Program listening sessions, as desired.
3. Public Comment
   • EJAC invites Zoom and in-person public comments.

5. Discussion about Natural and Working Lands (NWL)  
   • EJAC to discuss Natural and Working Lands.
   • EJAC to formally request a joint meeting with the AB 1757 (Skinner, 2022) Natural and Working Lands Expert Advisory Committee.
   • EJAC to discuss goals and objectives and proposed agenda items.
6. Discussion about Building Decarbonization
   • EJAC to provide a refresher and reminder of the recommendations.
   • EJAC to hear an external presentation from Katie Valenzuela from the Central Valley Air Quality Coalition (CVAQ) and the Building Equity, Energy, and Power (BEEP) Coalition.
   • EJAC to discuss building decarbonization and specific questions.
7. Discussion about the Low Carbon Fuel Standard (LCFS)
   • EJAC to discuss the environmental justice scenario and LCFS Standardized Regulatory Impact Assessment (SRIA (//ww2.arb.ca.gov/resources/documents/low-carbon-fuel-standard-sria)), complemented by a discussion with CARB staff.
8. Public Comment  
   • EJAC invites Zoom and in-person public comments.
9. 2024 EJAC Calendar
   • The EJAC will discuss planned 2024 AB 32 Implementation activities and may share questions or comments. 
   • CARB to provide information specific to rulemaking activities happening in each quarter for planning purposes, as well as any EJ tours, as a follow-up from the September 15, 2023, EJAC public meeting.
10. Next Steps and Closing Remarks 
    • EJAC to discuss next steps for 2024 meeting preparation.
    • EJAC to close the meeting with a few remarks and adjourn discussion.
