What is an intermittent snow removal vehicle?

An intermittent snow removal vehicle operates as a snowplow during part of the year and is equipped with a detachable snowplow or snow blower mounting attachment and a control system for the plow or blower. An example is a dump truck designed to be used seasonally as a snowplow.

How do I request that my vehicle be designated as an intermittent snow removal vehicle?

Fleet owners must report intermittent snow removal vehicles in the Truck Regulation Upload, Compliance and Reporting System (TRUCRS) like any other truck, and select “None” as the compliance option. Then the fleet owner must email TRUCRS@arb.ca.gov (mailto:TRUCRS@arb.ca.gov) a copy of vehicle specifications sheets from the manufacturers showing that the vehicle meets the definition of intermittent snow removal vehicle or submit legible digital photographs of the following:

1. Vehicle Identification Number/Gross vehicle weight rating label (typically located on the driver side door or door jamb), and
2. License plate with driver side of the vehicle visible, and
3. Entire left side of the vehicle with doors closed showing the vehicle’s body configuration, and
4. Entire right side of the vehicle with doors closed showing the vehicle’s body configuration, and
5. The plow mounting attachment and control system; or traction material spreader attachment and control system; or the de-icing system attachment and control system.

After reviewing the information, California Air Resources Board staff will update the vehicle compliance status in TRUCRS to reflect the vehicle is recognized for the intermittent snow removal vehicle exemption.

Do I have to report a dedicated snow removal vehicle or apply for an exemption?

No, dedicated snow removal vehicles are excluded from the Advanced Clean Fleets regulation and do not need to be reported as part of the California fleet. A dedicated snow removal vehicle is a vehicle that has permanently affixed snow removal equipment such as a snow blower or auger and is operated exclusively to remove snow from public roads, private roads, or other paths to allow on-road vehicle access.
