Specific details on the compliance fees can be found in the regulation text subsection (l) Compliance Fee Requirements (CCR Title 17, section 93118.5). In the case of any discrepancy between this document and the regulation order, the regulation language applies.
Background
Compliance fees apply to any regulated in-use vessels subject to the 2022 Commercial Harbor Craft Regulation, except for Dedicated Emergency Use Vessels and Commercial Fishing Vessels. See subsection (c) of the Final Regulation Order.
Compliance fees are assessed based on the number of main engines and number of vessels as reported to CARB. The vessel reporting deadline to CARB is March 31st of each calendar year. These fees are used to recover the estimated costs of implementing the regulation.
As an owner or operator of regulated in-use vessels, you are required to submit fees to CARB in accordance with the fee schedule outlined in Table 23 of the Final Regulation Order shown in the table below.
The fees are due by September 1st of each calendar year, beginning in 2023. Please note that fees are nonrefundable.

Invoices for an operator’s compliance fees will show the vessel name, UVI, vessel fees, engine fees, and total fees for each vessel. For example, for a vessel in a multi-vessel fleet with two main engines, the invoice will show the following:

The vessel owner or operator shall pay a total of $486 for the vessel + $396 for 2 engines ($792) = $1,278 per year for that one vessel.
For a fleet with one vessel only, with three main engines total, one of which is a low-use engine, the invoice will show the following:

The vessel owner or operator shall pay a total of $364 for the vessel + $297 for 2 engines ($594) + $594 for the low-use engine = $1,552 per year.
