New Programs and Regulations at CARB

MS555: New Programs and Regulations at CARB
The California Air Resources Board (CARB) has several new regulatory programs that will help the State become carbon neutral in the future. These programs are going through the public process designed to get input from people and industries affected by the eventual requirements. The class will cover the requirements of existing regulations and then the new programs that will eventually be in effect. The goals for this class are to cover the proposed program elements and elicit participation in the regulatory process. These regulations are needed to meet federal and state ambient air quality standards as well as mandated timelines for reaching carbon neutrality in California.

Trucks & Buses

MS540: CARB Diesel Truck Rules - Compliance Options and Reporting Requirements for 2022 and Beyond
Do you own, operate, or dispatch heavy-duty diesel trucks in or to California? Then you need to know that the California Air Resources Board (CARB) enforces air pollution regulations affecting all types of heavy-duty diesel vehicles operating in the State. If your vehicles are not compliant, you need to know what the current and future requirements are. If your vehicles are compliant, you may need to regularly test and report to remain compliant. This course gives you information about how to comply with CARB diesel regulations and how to report to continue operating legally in 2022 and beyond. This session will be focused upon the Truck and Bus regulation as well as the new smog check for heavy-duty diesel trucks.

MS511.2: Diesel Particulate Filter (DPF) Operation & Maintenance
Diesel Emission Control Strategies (DECS), including diesel particulate filter (DPF) technology, are in the forefront of California’s Diesel Risk Reduction Program. Retrofit DPF’s have been verified by ARB to effectively reduce diesel emissions from diesel-fueled internal combustion engines by at least 85%. This course briefly discusses the production of diesel emissions and their health effects; diesel emission control technology; DPF construction and application; and the maintenance necessary for successful DPF operation.

School Buses & Public Agencies

MS522: Air Regulatory Overview for Public Agencies in California
CARB has several new and existing regulations designed to reduce emissions from diesel vehicles and equipment operating in California. This course is an overview of air regulations and requirements that public agencies in California have to comply with. These regulations are needed to meet federal, state, and local air pollution mandates, reduce the public's exposure to cancer-causing exhaust, as well as reduce the ambient air particulate concentration.

MS523: Air Regulatory Overview for Public Schools in California
CARB has several new and existing regulations designed to reduce emissions from diesel vehicles and equipment operating in California. This course an overview of air regulations that public schools in California have compliance requirements. CARB staff has developed this training to educate public school employees and fleet managers about the basic regulatory requirements for heavy-duty diesel vehicles and provide awareness on which elements of the regulations these agencies may be accountable for.

MS523B: Truck Regulation Upload Compliance and Reporting System (TRUCRS) for School Bus Fleets
The Truck and Bus Regulation (Regulation) does not require reporting for school buses, but most state grant funding programs require fleets to comply with the regulation to be eligible for funding. As part of the grant application process, the local jurisdiction or the state agency may ask the school bus owners to report their fleet in CARB’s Truck Regulation Upload, Compliance and Reporting System (TRUCRS) in order to verify compliance. This training will cover how to create a new account, logging into an existing account and how to report fleet and bus information.

Transport Refrigeration Units

MS507: Transport Refrigeration Units

Transport Refrigeration Units (TRUs) are used on semi-trailers, truck vans, shipping containers, and rail cars. Most TRUs are diesel-powered. Although TRU engines are relatively small, significant numbers of these engines congregate at distribution centers, truck stops, and other facilities, resulting in exposure to diesel particulate matter (PM) and health risks to those that live and work nearby. To reduce the risks of exposure to diesel PM from TRUs, owners, operators, dispatchers, and distribution centers must comply with the TRU Air Toxic Control Measure (ATCM).
