Clean Off-Road Equipment Voucher Incentive Project

The Clean Off-Road Equipment Voucher Incentive Project (CORE) is intended to accelerate deployment of advanced technology in the off-road sector by providing a streamlined way for fleets to access funding that helps offset the incremental cost of such technology. CORE targets commercial-ready products that have not yet achieved a significant market foothold.

Funding is available for:

  • Professional Landscape Service Equipment
  • Heavy-duty off-road equipment used for agriculture and contruction
  • Cargo-Handling Equipment
  • Forklifts
  • Terminal Tractors
  • Mobile and Ground Power Units
  • Transportation Refrigeration Units

Carl Moyer Memorial Program

The Carl Moyer Memorial Air Quality Standards Attainment (Carl Moyer) Program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions.

Funding is available for:

  • The purchase of new equipment to replace the existing equipment. The older equipment must be scrapped.
  • New equipment with engines that meet the current California emission standards.

Farmer Program

The Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program provides funding through local air districts for agricultural harvesting equipment, heavy-duty trucks, agricultural pump engines, tractors, and other equipment used in agricultural operations.

Volkswagon Environmental Mitigation Trust

The Volkswagen (VW) Environmental Mitigation Trust provides about $423 million for California to mitigate the excess nitrogen oxide (NOx) emissions caused by VW's use of illegal emissions testing defeat devices in certain VW diesel vehicles. Funding is anticipated to become available in Spring of 2019.

Funding is available for five categories of vehicles and equipment:

  • Up to $130 million for zero-emission transit, school and shuttle buses.
  • Up to $90 million for zero-emission class 8 freight and port drayage trucks.
  • Up to $70 million for zero-emission freight and marine projects including, heavy-lift forklifts and port cargo handling equipment, airport ground support equipment, ocean-going vessel shore power, and zero-emission repowers for ferries, tugboats, and towboats.
  • Up to $10 million for light-duty zero-emission vehicle infrastructure.
