Drayage Truck Reporting Requirements

• All drayage trucks intending to begin or continue operations at a California seaport or intermodal railyard must report in the CARB Truck Regulation Upload, Compliance, and Reporting System (TRUCRS).
  • Legacy combustion powered drayage trucks (non-zero-emission) must report in TRUCRS by 12/31/23.
  • Only zero-emission drayage trucks can report for drayage in TRUCRS beginning 1/1/24.
• Beginning in 2035, all drayage trucks in the TRUCRS system will be required to be zero-emission vehicles.

Removing Legacy Combustion Drayage Trucks from Service

• A legacy drayage truck can remain in drayage service for a minimum of 13 years commencing from the model year that the engine and emissions control system in a vehicle was first certified for use by CARB or United States Environmental Protection Agency (U.S. EPA).
• Once a legacy drayage truck has exceeded thirteen years, it will be removed from TRUCRS once exceeds 800,000 vehicle miles traveled or 18 years from the model year that the engine and emissions control system was first certified by CARB or U.S. EPA (whichever is earlier).
• Non-zero-emission legacy combustion drayage trucks reported in TRUCRS, with a 2010 or newer model year engine, must visit a seaport or intermodal railyard at least once a year to remain in TRUCRS.
• Beginning in 2025, CARB will begin collecting mileage information for trucks that are model years 12 years or older.
• Beginning in 2025, CARB will begin verifying that legacy drayage trucks met the annual visit requirement to a seaport or intermodal railyard.
• Beginning in 2025, non-zero-emission trucks will be removed from the TRUCRS system by CARB if they did not meet the annual visit requirement, OR if they have exceeded their minimum useful life requirements.
• On January 1, 2035, all non-zero-emission drayage trucks will be removed from the TRUCRS system.
