What does it fund?

Clean transportation and supporting projects that increase transportation equity by addressing community-identified transportation needs and increasing access to key destinations and services without increasing greenhouse gas emissions and vehicle miles traveled. For example, STEP funds active transportation infrastructure, zero-emission buses and public transit improvements, workforce development related to clean transportation, and planning activities related to transportation and land use topics like anti-displacement policies.

What are the possible incentive amounts?

CARB does not set minimum or maximum grant amounts for STEP.

Who is eligible for funds?

Community-based organizations, local governments, and tribes that serve priority populations throughout California.

Are there recent policy changes?

STEP expanded eligibility to low-income communities, not only disadvantaged communities, and all tribes, not only federally recognized tribes. This change was made to make STEP grants available to more communities across California. 

How does this program provide benefits to priority populations?

Projects must be in priority populations and are designed to address community residents’ needs and center residents’ expertise through all phases of project implementation.

How do I access funds?

Eligible entities may apply through a competitive Request for Applications.
