What does it fund?

Vouchers for the purchase of Class 2b through 8 zero-emission trucks and buses, including transit, school and shuttle buses. Zero-emission technologies include both battery electric and fuel cell. Funding is also available for eligible electric power take-off (ePTO) systems.

What are the possible incentive amounts?

Public and private operators of medium- and heavy-duty truck and bus fleets.

Are there recent policy changes?

On November 21, 2024, the California Air Resources Board (CARB) approved the proposed Board Resolution 24-15 approving the Proposed Fiscal Year (FY) 2024-25 Funding Plan for Clean Transportation Incentives (//ww2.arb.ca.gov/sites/default/files/2024-10/Proposed%20Funding%20Plan%20Fiscal%20Yearl%202024-25.pdf). In addition, large fleet eligibility and revised voucher amounts are anticipated to coincide with new voucher funding availability planned for early September 2025.

How does this program provide benefits to priority populations?

HVIP helps transition California truck fleets to cleaner technologies, which helps reduce trucking-related emissions in and around priority communities. It also provides increased voucher amounts for participants whose vehicle is domiciled in a disadvantaged community.

How do I access funds?

Funds are continuously available on a first-come, first-served basis, subject to budget availability.  Interested purchasers work with participating HVIP-approved dealerships and manufacturers to submit voucher requests.
